The Kantian thought is that this distinction from Cicero gives us the resources not only to see the difference between war and peace, but to see how both the characteristic wrong of starting a war can be characterized in terms of making a transition from a situation of peace, one in which human interactions are governed by words, to one of war in which they’re governed by force.”
